Hello, my nicknames are Falslade or Gardevoir and I'm a platinum mid player. I've played LOL since season 3 and picked up Zoe in season 9. My peak rank is platinum 2 which I've hit with Zoe.
Zoe is a fun champion with high damage and tricky mechanics. Her bubble provides her one of the best setups for kills but she's very squishy. Your goal is to get kills on lane early thanks to your damage and CC and then roam and setup kills on other lanes.

Here are the runes that I usually go for when playing Zoe. Electrocute is overall the best rune on Zoe since you can proc it easily. Some matchups don't allow you to proc Electrocute consistently (high mobilty champs), in that case you can go for Aery and try to poke as much as you can. With the nerf of Time Warp Tonic I switched to going sorcery as secondary path as Manaflow grants some free mana and Transcendece allows you to spam your abilities more often.If you aren't as comfortable with Zoe yet you can still go for Time Warp Tonic with Biscuits to have sustain in lane.
You always want to have flash for obvious reasons. In 90% of my games I go for ignite as it's very helpful for early kills. In some cases you may need Cleanse against some heavy CC matchup. Exhaust isn't bad against some assassins and fighters too.
In 98% of my games I go E second to potentially get a lvl 2 kill. However, getting W second is also viable if you pray to RNG gods and get a good spell drop.

Your build highly depends on your matchup and whether you're behind or not. ATM there isn't a better mythic item for Zoe than Luden's Tempest. The stats it gives are ideal for Zoe and getting Pen from legendary items is essential. If you get fed early you can go for Mejai second and snowball even harder. Otherwise I usually gor for shadowflame for the AP and Pen. If you're matched against an assassin i.e Zed, getting Zhonya is a must.

Here are some of the matchups I've played over the years and ways to play the lane against them.
Your passive procs after every ability use and it provides your next AA to deal considerably more damage. Try to utilize the passive as much as you can to poke enemies and take down turrets. Remember that both casts of your Q proc your passive!
Paddle star is your main source of damage. It's a long range skillshot. that deals more damage the longer it travels. The first cast of this ability fires the missle, the second cast redirects the missle to another direction. Range of this ability isn't fixed, instead it flies as long as it is close to Zoe. making it very strong with Flash or Zoe's R.
Zoe can pick up shards of summoner spells or active items to use for herself. Anytime an enemy uses one of those they drop a shard for you to pick up, also every minon has a chance to carry around a balloon with a random shard. You have to last hit the minion for it to drop it tho. This ability allows you to perform some tricky outplays.
A short range skillshot that puts the first enemy hit to sleep. The range of this ability can be extended through terrain. If it doesn't hit an enemy, it will create a trap on the ground that will put the first enemy that walks over it to sleep. The first source of damage that breaks the sleep is doubled to a cap (Deals true damage!).
Using this ability, Zoe teleports a short distance for 1 second. Then she blinks back to her original position. This allows you to extend the range of your Q and also get closer to your opponents to hit your bubble. Zoe also gains extended vision. You can't move around during the teleport.
- Q1/AA/Q2/AA - This combo makes full use of your passive and also procs electrocute.
- E/Q1/Q2/AA - Most basic combo that deals tons of damage and procs electrocute.
- R/E - Combo to surprise your enemy by suddenly changing your position and hitting your bubble afterwards.
- Q1/Q2/R/AA - Combo for quick long Q to deal considerate damage followed by empowered AA.
- E/R/Q1/Q2/AA - When you hit an enemy with your E in close range, using your R away from your target to get some extra range for your Q.
- FLASH/E - Similiar to R/E combo but much faster. You can use W flash to perform this combo.
