Runes for Corruption Potion give for us very good start. Attack Speed for good cs minions and AA with Corruption P. (deal more dmg) on the enemy.
Ignite very good and important for "snowball" against enemies, give for us more dmg for ultimate's reset and heal reduction. Teleport before nerf can't give for us good start. Vex isn't hyperlate mage, but very good after 6 lvl and in midgame. And can initiation fights in lategame with hardfocus very dangerous enemies.
She is must get "snowball'' faster and capture the advantage on the map.
Skill Path
1st lvl E for easyest trade combo with electrocute - E - AA - AA
Max Q for easy poke, push.
After W for shields and garanted fear from passive after use flash or ultimate.

Item Builds
Liandry's Anguish must have if you want deal Maximum possible damage. Against any enemies with different amounts of hp and magic resists, Luden's Tempest will so much lose in any builds on burst, continuous damage and gold efficiency to any core item
If you are dying before use a ultimate in teamfights - buy a Zhonya's Hourglass (before Void Stuff if you play against burst asassins like Zed / Fizz and etc, after Void Stuff if you have problem against enemy jungler's engage (like Hecarim / Vi and etc).
After Voidstuff you are can buy Rabadon's Deathcape if u can buy him very fast and don't need in Zhonya's Hourglass or Shadowflame for counter enemy's shields.
Everfrost. Guaranteed to hit with all skills. Very good cheap analogue with good stats. More chain control - more kills. Works like Veigar's everfrost, but deal less damage.
Crown if everything is very bad against burst damage.
Horizon Focus gives less damage than Shadowflame, but you are can buy it if you don't need in Zhonya's Hourglass.
Cosmic Drive in hyperlate instead of Sorcerer's Shoes.
Morellonomicon for heal reduction.
