You're never really going to be taking Conqueror over Press the attack. For the most part, it's here to offer you the option as a viable second choice. Conqueror fell out of love in the meta due to being abused by ranged users like Cassiopea.
So why mention it? Because the situation where it is better is super niche but super important. Below are example enemy team compositions where I'd take Conqueror over Press the attack. The idea is if the enemy is durable, tanks, bruisers, divine sunderer users, etc you'll get more value the longer the team fights are, Urgot doesn't have any issue surviving for long amounts of time so that's when Conqueror becomes good.

Good matchup lane advice
Level 1 you should be immediately pushing the wave but be very conscious you're only using one of your passive legs. You'll be saving all other of your legs for pressure on your laner. If you've pushed the wave the entire time with your autos, actively trading with your laner whenever they've attempted to CS you'll have a large advantage heading into level 2. Don't worry if you can't push the wave, as long as you're getting gradual chip damage.
Once you hit level 2 you want to E + Flash + Ignite then hold your W on them. You have ABSURD kill pressure level 2. Any mage without barrier or phase rush is guaranteed to die level 2. Syndra, Lux, Cassiopea, etc.
If you don't kill you're still going to burn their flash which enables your jungle to come mid. Urgot is one of the best champions in the 2 v 2 situation. You have an amazing gank set up in your Q. 50% slow for 1.25s allows your jungler to get into range, if your jungle has a stun then you're set up to use your E which almost guarantees a kill.
Level 2 you want to continue pushing your early superiority, there are not many champions who can contest Urgot's level 1 or level 2 - control mages are the only champions who stand the fighting chance. What you're trying to achieve here is pressure. You want to push the minion wave under the enemy tower, you want them to drop minions to the tower damage, holding perma-priority over them so they can't rotate to scuttles without losing a large chunk of gold.
Champions who struggle against Urgot's level 1's and 2's early game usually struggle to shove back against you. Your W can get you an incredible priority as it's an incredible shove tool. Force them to lose either 200 gold or do 200 damage to you. Once your minions are under the enemy tower that's exactly when you want to start walking around with your jungle, you want to be actively looking for the 2 v 2 scuttle fights always, even if your jungle is comparatively weaker compared enemies jungle.
If you've picked up an early kill, you'll want to base immediately but make sure you're conscious about your wave management, wave management is the name of the game mid-lane. You cannot leave minions lingering outside of the enemy tower - even if the enemy has teleport available. You need to wipe out the enemy minion wave, get the rest of your minions that are lingering nearby under the tower so you can reset.
Once you reset you should pick up Cull. It's the most incredible item for Urgot but it's far too greedy to start as your only starting item. Many people will debate if cull is worth it but Urgot using Cull doesn't fill into any of those categories due to how exceptional Urgot's W is with on hit effects. W uses the 3hp passive from on hit 3 times per second as well as being an extremely gold-value benefitting champion.
Bad matchup lane advice
Level 1 let them shove into you. You want them to be crashing the wave under your tower so you can farm it without taking poke from them. Anything with range should be actively attempting to zone you from the wave.
At level 2 you should be looking to hold the wave around your tower, level 2 is building up into where the jungles start doing something on the map, if the wave is at your tower you're putting passive pressure on the enemy laner for even being pushed up towards your tower. At level 3 is when your bad matchups can become managable.
Around level 3 is when you should start poking your enemy laner with Q. One of two of them will put them in the threshold to be deleted by your full combo of; E + Q + Ignite + purge. This combo should delete any champion, even through barrier if you've poked them down significantly enough, your kill window with this combo lingers around ~800 HP which is extreme overkill on most mid laners HP.
Below I'll provide a video where I visualize everything I've said here, showing how to put it in action, knowing what you need to drop to set up this kill window. It's also against cassiopeia your second worst matchup.
Your first base should be based on your gold amount. Regardless of how much gold you have you pick up a [icon=cull size=20]. You become a bunker champion because you have [icon=Doran's Shield size=20] [icon=second wind size=20] and then on top of all of that,[icon=cull size=20]. At this point, nothing can kill you unless you're making repetitive mistakes.
If you have extra gold after your first base, maybe you got first blood, maybe you've just farmed perfectly. Picking up the early control ward and placing it in the mid-river to try and spot out the enemy jungle, providing yourself and your teammates some river control. When you're playing Urgot mid you're not just playing against your laner, you are constantly 2 v 2. It's very important to keep this in mind. Warding enemy raptors, seeing if they're up and potentially stealing them away if you've shoved the wave under enemy tower etc.
If you still have extra gold after buying the early control ward, there are many things you can do here. Either way, you're going to be building into titanic hydra but it has three build paths.
If you're against something like Syndra Cassiopea Anivia you'll want to rush the HP option from the item and you'll be able to tank up a lot more damage than you ordinarily would.
But if you're feeling confident, maybe Cass's missing all of her abilities and you can abuse her regardless of being counter picked, you can go pickaxe into Tiamat. When you have Tiamat that's when you start to come online, mostly against the enemy jungle. Tiamat is exceptional at clearing the enemy jungle camps, shoving the wave in mid lane and then rotating to the enemy raptors, using your Q in the middle of them, then holding your W will kill the camp in a couple of seconds.
If you've played your lane well then at this point you're an oppressive midgame god, once you have Titanic hydra you should be actively looking to invade the enemy jungle on your own, stealing camps away and putting some deep vision down.
Your goal with Urgot mid isn't just to lane against your laner, you need to be the one oppressing the enemy jungle if that's with your jungle or just by yourself, you need to understand your limits and it's a learning process for sure but there are some games where I've completely taken over games and averaged 12.5 CS per minute from just taking enemy JG farm and my lane.

Ahri's pretty great against Urgot due to her E. Charm will interrupt E if timed incorrectly and Urgot doesn't really function as a champion if he's unable to use his E. Generally speaking though Ahri lacks the significant enough damage to deal with Urgot in any lethal manner.
Play to the side of your waves, let Ahri throw out her abilities on the wave, let her land a pointless charms . As soon as she wastes this ability, you need to be alert as you now have a kill window. Immediately, regardless of Ahri's HP slam your E flash combo sub -6 and she'll die.
Ahri's ultimate makes her unkillable, unless you're incredibly ahead, as soon as you try to combo her. She can just ult away and you won't benefit because you're trading a 5-minute cooldown for a 120-second one.

Akali is an assassin, assassins are Urgot's easiest class matchup. The reason Akali is considered easy is because she can never E onto Urgot. The reason she's unable to do this is because E's becomes guaranteed if Akali E 2's onto Urgot
You can also grab Akali straight out of her shrowd, if you run Oracle lens you can see where she is within her shrowd and grab her out of it, hold your in the middle of the shrowd even if she's invisible, as soon as she reveals you'll automatically start damaging her when she's going for chip damage with her

It's worth mentioning a trick Akali can do. When is level 6 she'll have her ultimate, if she combines R after her E she can reposition against Urgot E. So if you're low and Akali engages onto you, use your E backwards. She will most likely go behind you, if you hit the E she's likely dead.

Urgot struggles greatly against Akshan but there's definitely ways for Urgot to pilot this lane. Early game Akshan has a complete advantage, you need to give up level 1 and probably level 2 and set up for level 3 in the lane instead of bothering to contest. Akshan takes bone plating, so you need to poke it off him by hitting him with a Q.
Once you've taken the bone plating, you want to let Akshan use his three-hit passive. This gives him a small shield for a small amount of time but it's important you get it out of the way, you'll get chunked a reasonable amount but it's necessary. Once Akshan has no bone plating and his passive is on cooldown, you can delete him with your full combo.
There's one thing you can do which is quite interesting though. You can go Prowlers claw. It's incredible against Akshan because his E get's blocked by your character model if you go Prowlers. It slams your body into the enemy, so just wait for Akshan to E, use your Prowlers and he won't get any damage or value from it and you'll win a trade probably getting a kill in the meanwhile.

Annie's auto range is oppressive, the way you play against Annie is by letting her auto attack you. Urgot starts D shield while taking Second wind,, stand behind your ranged minions and watch Annie walk up to you and auto-attack you once, she'll draw the aggro of the entire wave and you'll win trades as Annie givse you insane regeneration when taking poke damage, she won't have any regeneration apart.
Level 2 she's set up for your full combo to die if she's fallen for the bait, if she hasn't been poking you down then just hold off until level 3 or whenever you're confident you can pull the trigger.
After you've used your cooldowns you can still interact with her as Urgot's E buffers Annie's stuns. Annie relies on using 4 abilities to build up her passive stun, as soon as you see the bar under her health bar stack up 4 times, just cast your E at her when she stuns, you'll flip and proceed to delete her, she does have MS boost in her kit so if she's smart she'll use this to dodge your E.

Aurelion doesn't play for laning phase, if he does play for the laning phase then this matchup is incredibly easy rather than medium. The issue with Aurelion is his incredible roaming potential, he's got good wave clear and great roaming potential. Urgot on the other hand is one of the slowest champions in league of legends. So to answer his roaming, you should permanently push the wave, you need to make him lose resources for roaming, if he plays the lane you can buffer star surge with E. He's fairly tanky because he's not your ordinary mage, he's a battlemage like Diana and Sylas.

At all points of the game Azir wins trades against you. You cannot do your standard combo even early levels because Azir doesn't ever get into range, to begin with, if he does ever get into range he has a dash which he can do backwards, if you miss your E ever, you are dead.
In this matchup, I'm confident enough in positioning around his soldiers, so I start cull. I also don't take ignite, I opt for teleport. It's important to understand your purpose in the game and your purpose in this game will be roaming, shove waves, teleporting around the map, boot rush into roams, getting out of laning as fast as possible as it's a bit uninteractive for you.

Your second worst matchup is Cassi. Miasma completely disables your E, you can dash THROUGH it but if she ever wants to force a play on you, all she has to do is W, spam a bunch of E's then presses Q and proceed to empty her mana bar into you and also your healthbar which can overkill you almost twice over

This champion is god damn insane and it's too hard to explain how to play against it, so watch me instead.

Diana should never be able to play the lane or the game. Urgot has such pressure on Diana constantly due to the range difference, she should be permanently farming with her Q . if Diana ever walks up, you can be as aggressive as you want at any point of the game, you do not need to use your full combo on her in burst windows, in fact, I actively encourage not killing her early game because she'll be so abused under tower she'll be dropping all minions.
In the mid-game, you need to be a little bit more patient with your E . If Diana marks you by hitting you with her Q she can use her dash twice. Let her hit Q then let her do her first dash of E, and then hold your W on her, she'll dash behind you afterward as that's how you do the most DPS on Diana, you use your E and then your full combo and she dies.

Ekko is an assassin, assassin's are Urgot's best matchup. Ekko shouldn't ever be able to walk up to the minion wave to auto-attack them, so what you do against Ekko is you let him shove the wave with his Q, don't use any of your abilities on the wave, just last hit with auto attacks and use your abilities on Ekko if he dares walk up instead, once he's built up a minion wave around your turret, that's when you want to be very aggressive, you need to freeze the wave and force him to only farm the wave with his Q.
You'll end up with around 50 CS advantage if you do this, can't unfreeze this wave independently and in lower elos they'll probably just give up and roam, as soon as they roam immediately shove the wave using your W, once crashed, reset, pick up Cull and rinse repeat. also cannot use his E on you. If he does he's set himself up to be E and one-shot. If he's at all damaged before you've landed your E beyond level 6, you can do enough damage due to having ignite before he's able to react with his R.

Fizz is an assassin, Urgot's best class matchup is assassins. Urgot can't really die to Fizz individually. Fizz will choose to farm out this lane whenever possible but since he's a squishy melee champion it's incredibly difficult for him to farm unless you allow him to, the only reason this matchup isn't in very easy is that Fizz usually has jungles prioritizing around his lane, especially at level 6.
Fizz's sets himself up to be E'd. It's very choreographed where he's going to land, if he's using it as a disengage tool then you've made Fizz obsolete for around 20 seconds, if he's using it within range of you then he's set himself up to be oneshot combo'd.
Level 6 onwards is the only time this lane can become volatile, a popular combo is ulting then runs you down with their jungle but if their not playing around mid then you bully him your entire existence. You can also buffer his knockup on his ultimate with E by using it as the shark comes out from under the map.
Threat level: Very easy / Medium

Galio's play with two play styles; right now either aftershock or Predator. If they're running Aftershock you've won the game going into the lobby, the game becomes a little bit more difficult if they're running Predator though.
In both matchups, the laning phase is as simple as using your E
as they use their E. You'll win the order of ability priority and just delete them after that. Galio doesn't have significant enough damage to deal with Urgot, so make sure you're walking him down under tower when he doesn't have any of his abilities because he's not a champion without them.
The reason Predator is more intimidating is because it just allows Galio to do whatever the hell he wants, he plays with his jungler, ganks toplane and bot lane in the blink of an eye, permanent presence in other lanes while you're not able to achieve much in your own lane due to him being able to return mid quickly due to Galio rushing boots. If they have Predator I rush Hullbreaker even though it's usually garbage mid, I also run Demolish over Overgrowth. You play for the tower rather than laning, then you swap out your bot lane once you've taken tower and go take bot tower and play a stereotypical split pusher.

Even though Irelia is listed as easy, it's a skill-based matchup. Irelia needs to get her minion stacks to function as a champion and it's Urgot's job to deny it. If you know Irelia is going to Q a minion, you can E the minion, denying her the stack and her Q from resetting since she won't hit the minion as you grab her out of the animation, from here you can straight run her down.
If you miss E you're probably going to die, likes to go BORK first item and when she has BORK she has surprisingly high duelling potential against you, so don't be confident just because you're ahead, as long as you land your E and stick to the build paths you'll be absolutely fine with her. You don't need to go out of your way to make these flashy plays since Irelia has much better scaling than Urgot. Try not to be nervous about her, she's a very flashy and intimidating champion but once you master how to prevent her stacks with your E it's freelo.
Once she has Divine sunderer she becomes much together to kill though.

At no point in the game can Kassadin play against you. Kassadin is a squishy melee champion who you should zone from CSing the entire game, if he ever walks up to you E him and immediately, early levels he cannot escape you even by flashing away, just follow his flash with your own and it's a death sentence.
Level 6 this matchup is still one-sided but it becomes trickier to get kills on him, so you don't play for kills since he can just jump away with his ultimate, it should be said that there are some hilarious interactions you can do against him like this.
He scales well but you scale better, invalidate him in team fights by zoning him, some Kassadin's like to do an early armor build involving Frozen heart but it's useless against Urgot because W has a fixed attack speed. You also build Black cleaver as core, so the more armor he stacks the more value you get.

Katarina's champion with an extremely high skill requirement, regardless if you disagree. The issue with that is most league players aren't talented, so Kataraina's complex kit becomes very trivial especially in lower elos. Katarina's Q is her core ability and the way she farms the most, her W also leaves an AOE on the ground for her passive.
This is when Katarina usually griefs against Urgot. Urgot doesn't really care about the damage Katarina does because it's usually never enough, so all Urgot has to do is sit on these daggers and Katarina will feel safe to do some chip damage by dashing to the dagger. Once she's dashed to the dagger, she's dead. Urgot uses his E and immediately empties his full combo into Kat . At any point in the game if Kat uses her dash, she dies.
Threat level: Extreme
Suggested rune: PTA / Fleet
Urgot cannot do anything to LB. Urgot's E has cast time behind it. Urgot is only allowed to use this ability is either reactionary or defensively, the idea is you go for minions when she uses her dash and then you respond to it with E but ehe cast time onE is just too long, by the time you've casted it LB has already dashed back from her distorion. She has longer range, good poking down ability and uninteractive onesided gameplay.
The best strategy is to just bunker down, shove the waves, use E for shielding, reset early game so you can buy cull. You'll start Dorans shield while taking second wind in your runes, you'll never thrive in this lane unless for some reason LB dashes into your E.
You do scale better especially into team fighting, so brick walling against LB is valuable in itself, later in the game you'll be able to one-shot her. Be mindful of her passive as when she drops to low HP, you'll lose temporary targeting on her and she can be very slippery, you will have auto-targeting on the correct clone though.

Urgot should never die to Lissandra, she lacks the damage individually to do anything to you. Her dash is able to be interrupted by Urgot's E. Lissandra's vary in playstyles though, some versions are easier than others. Some will run Aftershock which makes them slightly better against Urgot. If they're the Electrocute variant then you can just delete them whenever you want, she's relatively low range she doesn't have the bully identity control mages have, super easy matchup as long as there's not too much jungle interferance

Lux is a long-range mage which is usually good against Urgot but Lux doesn't have any significant damage, Lux likes to aim her E slightly behind you as most people would walk away from the ability, the solution to this is walking forward. If she roots you with her Q then E forward at her, through the root and you'll grab her, if she has barrier then she can survive your combo but if she doesn't then she's dead, lux is pathetically weak against Urgot

Malzahar is anti-gameplay. You cannot do anything in this lane because Malz doesn't do anything as a champion, he'll sit under his tower, use his abilities on the wave, wait until level 6 and then run around the map and ult people. This isn't even a matchup but he just you on the map.
Threat level: Very hard
Suggested rune: PTA / Fleet
Neeko's clone ability completely counters Urgot. You cannot use your E aggressively or she'll launch her clone and block the grab, then setting yourself up to get combo'd by her. She can also block your ultimate with her clone, early base for cull is mandatory, incredibly hard matchup and occassionally they take barrier making this matchup even worse.

Orianna is a control mage, control mages are Urgot's worst match up. Orianna has great abilities which are specifically good against Urgot. W does a big chunk of damage alongside slowing, if she casts it on herself, it grants a chunk of movement speed which is great for dodging Urgot's E. Orianna's ultimate also interrupts your E completely if timed correctly.
So, can't exist against Orianna due to having superior ranged poke, he can't use his E offensively since she'll just movement speed boost herself away, he can't use his E + Flash aggressively beyond level 6 even more due to R interrupting, how do you play? E + Flash + Ignite sub 6 and PRAY it works. Orianna usually runs biscuits, timewarp tonic so killing her is near impossible but at least isn't too common. Definitely one of your hardest matchups.

Seraphine can't damage you, your wave clear is better, your champion damage is better, you're more useful in teamfights. Seraphine just doesn't function against Urgot. To mostly exploit something like Seraphine rush tiamat and start shoving the wave on cooldown with W If Seraphine is ever in E range without her barrier, she's dead. Go invade the enemy raptors, wolves, gromp, don't bother going as deep as krugs as toplaners usually are more down to sabotage their lane with roaming as the role is useless.
You can buffer all her stuns with E, including her charm from her ultimate.

Sylas is a melee champion, being a melee champion basically solves Urgot's main weakness of being kited or outranged, on top of being very favourable due to the range difference, Syla's core abilities are all bufferable by E. Sylas E pulls into anything he targets, so when you see Sylas use this ability, all you have to do is E and delete.
E has priority, you'll flip him and then you'll win the trade, there's no point in the game where Sylas should beat Urgot.
A trick Sylas mains do is they use their E, then use their W to bait you into using your E , hold your E until you can see the chains or hear the visual queue, this is the only way you lose this matchup.

Playing against Syndra is playing dance dance revolution, the matchup isn't hard it's just very intense if you want to win and pilot it successfully because you need to be dodging every skillshot. What Syndra's like to do is whenever you cast your auto-attack on a minion, they'll use their Q, their poking ability. It's guaranteed poke from them so what you need to do is auto, press S, canceling your auto-attack, or whatever button you have "stop" bound to, they'll cast their ability and you've bought yourself breathing room on the lane.
Even if you play this lane perfectly avoiding all of her Q's you're probably never going to kill her unless she's being wasteful with her E. This is a knockback effect, meaning it interrupts your E. So unless she's using it on cooldown, you don't have kill windows, play to rotate, and for your team. Early recalling for cull is mandatory.

Talon is an assassin, talon's also a champion with abilities that place him in guaranteed areas on his abilities which makes him incredibly vulnerable to Urgot's abilities. Q is either a dash or a jab, either range he casts from locks him in to be in a guaranteed position, which means Urgot has a free E. You do not ever use your E aggressively, only reactionary. His main source of damage comes from this and you block it with your shield on E.
His other guarantee is his E, he jumps over terrain and when he jumps, he's always guaranteed to be on the other side of the wall from where he jumped, which means your R is lined up perfectly, the only way he can dodge in that scenario is flash.

Twisted fate is an extremely skill expressive champion, regardless of how simple his kit is. In the laning phase, his range is superior to yours so you need to respect his auto range, especially when he has hit on-hit passive up from his E. The skill difference between a good and bad TF is map pressure, low-elo tf's will play the lane and lose to you, TF lacks the significant damage to ever kill you, and E buffers the gold card stun from E.
TF is very squishy, so at any point in the game, if you Q him twice and he's lost around ~150 ~250 HP, he's in range to be one-shot combo'd. If they start playing the map you need to be very conscious about this and start rushing Tiamat and forcing waves under tower, you cannot follow his roams because his teleport is immediate and on command, you're too slow so don't bother trying to follow it, sack your team, acquire money. Outvalue him in the mid-game.

Suggested rune: Predator
Veigar's playing the scaling game and he has a very big safety net as a champion, even if you kill him early game it doesn't matter because his E is one of the best abilities in league. What Veigar likes to do in the current meta is take Predator and run at you with their jungler as it's free ganks, if their jungle isn't playing around him they'll just play the map.
Every second against Veigar you are losing. You need to force heralds, gank top, gank bottom, gank everywhere and not lane against him but be conscious about picking up waves. Your lane is no longer important for the game's sake.
Stuns from veigar's E is is bufferable with your E however, so Veigar has no real way to line up all of his abilities on you, even without PTA if you land two Q's onto him he'll be in the combo range of E flash ignite combo, if you get an early kill stay in lane until you can afford lucidity boots.
Ban this whe you play mid.

Skill matchup. In this lane, you want to always actively trade with Vlad but you need to be conscious about his Q. There's some wonky interactions with Yasuo-Urgot. The first thing of note is that windwall blocks BOTH of R, R2 counts as a projectile, so if any instance of your R touches his windwall it'll get completely cancelled. If you do not respect this interaction you will lose this lane.
Other than that, Yasuo is a melee champion with a relatively low health bar so that's already a very favourable matchup. Yasuo's even weaker to because he relies on his E but isn't Urgot all skillshots as a champion? The reason this ability is bad againstUrgot is that eventually, he'll set up a guarantee on himself, if you're quick enough you can catch him animation locked dashing on a certain minion, if he dashes through you then all you have to do is E the direction he's dashing through you and you'll flip him, as soon as you've grabbed him he's dead
To make the matchup even worse for Urgot, can buffer his ultimate That means if you're low HP and Yas's looking to you, allow him to hit his Q3 which'll knock you up, as soon as you're hit, use your E forwards, read more about it in my attempted illustration: https://imgur.com/a/xtJCfXH

This matchup is completely based on one interaction. What likes to do is combine his two abilities, and his , much like this Q3 knocks up and ordinarily would mean a onesided trade for , however buffers all of 's stuns, including . As soon as you're about to be hit by 's knockup, use your and you'll flip him and turn the usually onesided trade on its head, repeat this and then you can combo him on the second time since he's a bit tankier due to being a melee champion compared to mages, etc

Zed's a melee champion, on top of that he's an assassin, both are terrible against Urgot. If you see Zed use his W , just wait for the shadow to expire so he doesn't have a way to dash, once his shadow is on cooldown completely, do your full combo of E flash W ignite and he'll die guaranteed, keep in mind this only works sub-6.
At level 6, just wait for him to try and assassinate you. 100% of the time Zed is behind you whenever he R's you. So all you do is walk forwards, E behind you, you'll flip him into your guaranteed one-shot combo and you've won the lane, if Zed ever ult a teammate of yours, just E behind your ally and you'll flip Zed coming out of his R if is smart he'll AFK farm with Q and that'll only benefit you since you win the scaling game big time.
