Runes
For Runes on Speedy Shen, simply put, you'd want to prioritize going as fast as possible, all the while staying as tanky as possible so you don't get quickly bursted whenever you try to engage. (Edit: only go Sus Shen if you're taking Ghost/Ignite)

Summoner Spells
Like the runes, in order to reach "Maximum Speed" its best to bring Ghost. This isn't just as a meme though, Ghost can actually help Shen, by allowing him to stick to early 1v1 fights, and secure first bloods, putting him ahead of his laner.
Summs (Role 1)
Breakdown
To put it simply, Flash is a staple on basically every champion, mind a few exceptions like Shaco and Yuumi. Either way, you're still gonna want to bring Flash, just because of the sheer usefulness of the spell.
Ghost is ideal, mainly because it gives you that extra movespeed, which Speed Shen loves. This allows Shen to stick to fights in Laning phase a lot better, and provides some utility later on, when it comes to engaging for fights
With the recent changes to Teleport, Ignites begun to be one of Shen's favorite Summoner Spell's to take. If you're in a lane where you want to get that extra little First Blood potential, Ignite would be a great option. Sadly though, it's generally not as fun to bring as Ghost.

Super Speed Shen is not much different from basic Shen, so the Skill Path will be basically the same

Item Builds
This is the fun part about Shen. Because of how experimental he can be with builds, you can pretty much go anything, and it still might work. However, we're focusing on movement speed for this build

Why Build That Item?
Breakdown
Standard Item if you want to be as tanky as possible, and have both a safe engage, and disengage. Because it gives Health stats, it's not that bad to have on Shen, and because one of it's components is Bami's Cinder, you don't have to worry as much about wave clearing during Laning Phase.
This is another option for your Mythic. If you end up hard winning lane, and want to be able to do more damage later on, Trinity Force is a nice alternative, because it features the Spellblade effect.
Dead Man's is a nice item to pick up, because it gives some armor, and some noticeable movespeed, to help with engaging.
Force of Nature is a solid item to pick up as Shen, regardless of whether or not you're going Speed Shen or not. With it being buffed in patch 12.1, it can potentially be a lot more useful.
Thornmail is one of Shen's best items, giving him some Health, Armor, and some extra damage from the Thorns passive. It also includes some Anti-Heal, which is always a necessity.
If you end up picking Chemtank as your Mythic item, Lich Bane can be a useful item later on. Because of its Spell Blade passive, it helps increase your damage. Also, it gives a good chunk of AP, so you'll see an increase in the Shielding on your Ultimate.
With the updates to Demonic Embrace at the start of Season 12, it's begun to become something of a staple on Shen, and other tanks that have AP damage.
Rylai's is the ultimate meme item in my opinion. Because of the Rimefrost passive, you can basically leave any fight you want, as long as you slow them enough with your autos.
Cosmic is unironically one of my favorite items on Shen currently. With the ability haste you get from it, it allows you to ult more frequently, which is always welcome.
The Game Plan
Early Game
Early Game Speed Shen is very similar to Normal Shen, you want to play aggressive levels 1-2, and slowly start to calm down overtime depending on your matchup.
Mid Game
At this point, you're usually just gonna be better off trying to roam around the map, to help out your jungler and team take objectives around the map.
Late Game
You're gonna be splitpushing central baby. Focus on spreading pressure around the map, to once again help your team take objectives like Dragon and Baron.
Final Thoughts
If you're for an interesting new playstyle/build for Shen, and want to get a few laughs, Super Speed Shen is a fun and entertaining option, that can be actually useful, if played correctly.
