Neeko's flash engage is so important, that's why I run cosmic insight in every rune page. In the domination page, you can run taste for blood instead of cheap shot if you want more sustain. I run electrocute into matchups where I'm confident I can burst them, if not then comet is stronger for poking them out of lane. First strike for lanes that are difficult to interact with (Seraphine, poke mages, etc.)

Items and summs

I build Protobelt in games where I feel like I need the burst and engage, and I build either Ludens or ROA in games where I feel like I need more wave clear or scaling. A secret build that I've been doing in my high diamond games is the first strike rune page with the ROA build, and it feels much better than electrocute/protobelt into matchups where its difficult to interact with the lane.
