Why Sejuani Top?
I myself was a mid player before switching to jungle and learned about Sejuani top from pro play in very obscure matchups and games, later found out about other Sejuani top players before landing with some theory crafting on this build and playstyle.
Here, you will learn some basic techniques as well as creating a good laning phase to not allow the enemy top any room to breathe. (similar to the Baus style)
Pros:
Great damage while also being a great tank
Scales well into heavy AD/AP comps
Good engages and team fighting potential
Cons:
Can be set back hard similar to many top laners
Snowballing requirement
Bad matchups hurt hard
Power spikes:
LVL 1: already you have good poke with W that can help with procing runes, save mana for level 3
LVL 3: now you have the choice of either taking 2 points in W or taking E leading to good trading potential with W>AA>E>A. Your opponent generally doesn't have much time after the last auto to trade back leading to unfavorable laning on the enemy and good pressure throughout the laning phase.
LVL 6: This is the most common power spike people will know on any champion, but never respects Sejuani's R. Right now if done properly, ideally having one ap item before 6 helps with leading to an all in kill with constant poking before 6. Your all in would look like R>Q>ignite>W>A.
Item Power Spikes: Because of the reliance of building Demonic Embrace first, your early game has great damage potential and just as little as having a amplification tome help with that damage.

Runes
Grasps of the undying
As a tank into a lane, aftershock is not really the best considering most matchups are going to be melee so grasp is very important to take over aftershock. While in lane, using your range with Winter's Wrath (W), you can proc Grasp as Manaflow band and leading to better control over your lane with applying poke while also getting farm after your first back.
Demolish
You're going to be applying lots of pressure and as such is best to take demolish.
Font of Life
very situational and really for end game if you have a bad matchup.
Second wind
Because of the many trading you're going to be doing, Second wind is essential to
winning trades to achieve an early kill from your poke and all-ins.
Overgrowth
Stacks well with your W damage and for becoming very tanky in the late game.
Manaflow band
This is best for allowing you to get trades with constant poke into the early-mid game
to apply the best pressure and wave clearing after first back.
Gathering storm
Allows for better scaling into the late game while still stacking your damage while also
being tanky.
Sub runes
always take attack speed and resistance runes accordingly.
Into bad matchups
Into heavily bad matchups, take biscuits with timewarp tonic for the sustain for your first back and into the early-mid game.

Summoner Spells
TP and ignite 100%. You're looking for lane dominance while also keeping pressure with matching the enemy top lane with TP. Your Q is basically your flash so don't over use it while farming.

Item Builds
Here is where many areas of Sejuani Top fail at. Rushing Demonic Embrace is the core reason as to why your early game has so much potential. Due to Demonic Embrace's passive converting 2% of bonus health into AP, this means items like Fimbulwinter have amazing synergy given the bonus health from Fimbulwinter provides amazing bonus AP. Within the early game, try and shove out with 700 gold and back to buy boots and tear. This increases your ability to poke more with W and allowing for more pressure into shoving in wave constantly. Next is after getting another back, prioritize getting Blasting Wand and other components within Demonic Embrace to help with setting up picks with your R and can lead to good solo killing potential. Once Demonic Embrace is finished, then start building Fimbulwinter for the massive increase in both health and AP. once finished, you can properly tank and start playing towards grouping and engages. Once finished, then you can build for either Sunfire Cape or Turbo Chemtank. The former being great in applying burst damage and also applying a way to engage fast into a team fight.

Matchups and Synergies
Sejuani works very well with most melee junglers such as Xin Xiao, Trundle, Jarven IV, etc. Most of the synergies would be with your jungler in the laning phase within bad matchups and also contests within the jungle.

Illaoi
Champion
The worst matchup for Sejuani and I always perma ban due to Illaoi having a stronger level 6 and is hard to solo kill with the threat of Illaoi's E.
Fiora
Champion
After Fiora gets Mercury treads, and Goredrinker, Her tenacity and amount of healing hurts against your all-ins as well as her Parry being very go into Sejuani.
Darius
Champion
His E has really good range on you and has the possibility of stopping your Arctic Assault. Skill matchup
Teemo
Champion
Just like any top melee into Teemo, playing passively and around his Q helps here as you can go for short trades and possible kills if poked down enough.
Kayle
Champion
You outrange with W and have better wave clear leading to Kayle losing CS very fast and giving her bad backs. If possible, push in wave for a faster Level 3 and you can do an all-in and a possible kill.
Malphite
Champion
Besides Q, most of Malphite's abilities are easily dealt with as before level 6, look for an all-in and abuse your faster wave clear to drain Malphite's mana for such conditions.
Jax
Champion
Similar to Malphite, you can deal with his all-ins with Q'ing away. Because of your burst, you can deal with Jax after you hit 6 or poke enough to get an all-in chance.
Sion
Champion
Don't contest wave and let wave crash. You can't wave clear fast enough so using TP on first back is not the best. When Sion is using Q, you can either use Q into him or dodge. If you go in, get your quick trade and you'll come out ahead.
Tryndamere
Champion
Quite possibly the weirdest matchup, you have to get a kill before level 6. If not, you are matching Tryndamere in lane to stop his split pushing. Besides that you can't really kill him and he can't really kill you.
