Intro
Hi. My username is zwajjie. I have only been playing this game for like a year, and have only really gotten dedicated to playing ADC in the last few months. But Miss Fortune is one of my go-to picks and she has no guide listed on u.gg, so I thought I would be the one to do it.
Miss Fortune is a pretty straightforward champion, but can be a huge comfort pick in to tons of matchups. Her poke build makes her super duper safe and gives her tons of benefits that the crit build does not, such as cheaper itemization and an overall higher damage and utility reward for a lower risk. However her crit build can sometimes be fun to use, though it comes online a bit slower and her power budget can feel allocated strangely. Both playstyles have huge playmaking potential thanks mostly to her R, and her ability to synergize with almost any form of hard or sometimes light CC. Definitely a unique playstyle as far as ADCs go, even if it can be uninteresting, and I think she should be on every ADC player's radar.
Rune Pages
For Poke Miss Fortune, you should go Comet and Inspiration pretty much every time. Manaflow Band is your go to first lesser rune. Celerity can be decent if you plan to kite as much as possible, but Absolute Focus gives some scaling and gets mileage out of the safe distance you operate from using this playstyle. A lot of people seem to go Scorch last, but I think it's pretty useless when compared to the mid-to-late-game power of Gathering Storm. But everyone else sees value in Scorch, so I won't deny that it has to be effective to some degree, especially as Miss Fortune is better in the early game. Magical Footwear and Biscuit Delivery every time. Double adaptive force and a resistance shard should round out your rune page.
Playing Crit, Lethal Tempo is probably the best keystone to go. It's simple. More autos off in a fight is just better. Nothing too crazy. This build stacks a lot of AD and does big damage to squishier targets, so Legend: Bloodline will give satisfying little chunks of health. Third slot in the Precision tree is up to you, based on matchups. Bring Magical Footwear and Biscuit Delivery for an easier lane, or, if you want to play to scale a bit, going Sorcery tree second with Manaflow Band and Gathering Storm feels quite good.

Summoner Spells
I would recommend Exhaust and Heal over Ignite in almost any scenario, except for maybe in high-lifesteal or heal games where you could get mileage out of the Grievous Wounds, or specifically in to something like a Soraka lane. Exhaust is excellent at locking town a target and securing kills, and synergizes with Miss Fortune's E slow and W sticking power and attack speed. Heal is good in to poke matchups, or when you think you need the survivability.

Leveling Path
I prefer to start E first in both paths for early poke, slow, and occasional AOE wave clear. However, know that without a Tear, spamming E when going crit will drain you of mana very fast.

Item Builds
Poke Miss Fortune has a very concrete item route; very rarely will you go anything situational, and when you do it's typically Serpent's Fang, or alternative boots. Berserker's Greaves is useful in to somewhat bulkier enemies where those couple additional auto attacks can turn the tide, and Lucidity boots can be good for when you really just want to spam as much as you can. Silvermere Dawn is pretty much just for if you get hard focused by a Mordekaiser, Chempunk Chainsword for if you end up getting forced in to building anti-heal, and Maw of Malmortius can be good in to teams with four or five AP champions.
Crit Miss Fortune is a similarly rigid item path. Third item can be either Collector or Lord Dom's, depending on how beefy their team is. Pretty much always Infinity Edge fourth item, and finish it off with Lord Dom's if you haven't build it already, Bloodthirster if you have, or Guardian Angel if you need to make that big revive play.

Matchups and Synergies
Overall, playing Poke is massively safer and has a much easier time with most matchups. Crit takes more risks and requires you to be a bit more in the fight. For the most part, all of Miss Fortune's worst matchups have to do with being able to disable the use of your R, or punishing you dearly (or just outright kiling you) for using it.
In terms of good supports to have, though, it's fairly straightforward; anything that can has AOE hard lock down is insane with Miss Fortune, and if they have a skillshot that can lock down enemies they will benefit greatly from your slowing from E. This makes Miss Fortune feel fantastic when paired with several enchanters, especially ones with wave-style ultimates; namely Seraphine, Nami, and Renata, as their other abilities synergize with Miss Fortune's as well as their ults. Basically, just anything that lets you mow enemies down with R for free.
