The new up and coming OP Senna build. Is it really that good? Well, yes. Locket, over the past 30 days, at Plat+, has a 59.14% winrate over 3434 games (source: Lolalytics). Runes
Aery is really good on Senna. It procs on enemies through a wave with your Q, and gives your allies a nice shield to absorb some damage. Conditioning secondaries is currently the best option, with Conditioning and Revitalize extremely good if you can get away with it. If you need to, you can go with Second Wind to absorb some poke or Bone Plating to not get blown up early.
Scorch is also an option instead of Gathering Storm, if you want to have more pressure early in the lane.

Summoner Spells (Loadout)
Always take heal if your ADC doesn't have it. Exhaust can be useful for an all in, especially into a hard engage lane. Otherwise, Barrier can be fairly useful (as it scales off of what you build, armor/mr and heal and shield power). I wouldn't recommend Ignite because you could rush Executioners instead (if you really need the grevious wounds) and you don't really need the kill pressure from Ignite (You generally want to take short trades as Senna, not all in).

Take one point in E before your second point in Q if you are expecting to have to run away (such as if you are exposed to a gank or getting all inned). Otherwise, take the second point in Q before you put a point in E.

Item Builds
The core is Locket, Redemption, and Wardstone, go this every game. Sometimes an Executioner can be good before completing your core build, but make sure not to convert into Mortal Reminder till your last item. For the last slot, that should depend on what your team needs. Need grevious wounds? Go Mortal Reminder. Need to get rid of shields? Go Serpents Fang. Need to get rid of some armor? Go Black Cleaver. Need to cleanse some hard CC on your ADC (such as Malz ult)? Go Mikael's Blessing.
Why Wardstone? It gives a lot of ability haste, health and AD for a low cost. Plus it enables you to get a lot more vision (by enabling you to place one more stealth ward and one more control ward). Do not underestimate the power of vision.
Boots should change game to game, but try to default to Ionian. Change boots depending on if there are important skillshots to dodge (go swifties), or there is a high amount of one damage type (mercury's treads/plated steelcaps).

Your Strengths and Weaknesses
You should be trying to teamfight with this build. The burst shields and healing with Locket, R, Q, and Redemption is absolutely bonkers. You should not be looking for solokills, or trying to kill everyone in teamfights. Your objective is to keep your carries alive as long as possible. Try to hit as many allies and enemies as you can with your Q. You also should not be frontlining with this build. You can still get blown up if you get focused by the whole enemy team (although an assassin might find you really hard to kill).
This build is so strong that if it becomes popular Senna will get nerfed. So abuse it while you can!
