For Leona, I recommend Locket -> Thornmail/Zeke's Herold -> Knight's Vow.
For Boots I would recommend Mobility Boots, with a midgame pivot to either Merc or Steelplates.
This build is very adaptable, less healing on the other team means you can drop Thornmail... that being said there is a lot of healing in this current patch/season so it would be recommended to still build Thornmail most games. Your build is very dependent on your playstyle, if you're more of the engage then perhaps building an item that will help you stay in the fight would be better than allowing your ADC to live longer, Force of Nature or Frozen Heart could be good replacements.
Matchups and Synergies
Synergies:
Thresh is one of the hardest matchups for Leona. The delay on your E charge is very easy for thresh you Flay you out of and ruin your entire engage.
When playing against Thresh in lane your positioning and vision control is very important. You want to minimalize the amount of time Thresh has to react to your engage in lane. Controlling vision in the river bush and lane bushes can make it very hard for Thresh to know when or where you'll engage from.
Thresh becomes much less of a problem in the late game as your priority is to peel for your ADC rather than engage onto theirs. Standing between your ADC and Thresh is the best way to stop him from getting a game winning hook, it takes them a lot longer to kill you even if you are hooked, and lets your ADC free hit.
Janna is another hard counter to Leona engage, especially on the current patch (12.3)with Glacial Janna being so strong. Her tornado is a quick and easy way to stop your engage and leave you slowed in the middle of her and her ADC. To play against Janna it is best to wait for her to overstep her poke and utilize your Flash Q rather than E -> Q combo. For this matchup it is recommended to take Hextech Flash to allow you to use this combo for often.
Morgana is simply put the most annoying champion in the game for engage champions. Her Spell Immunity and seemingly infinite duration root leaves Leona in a terrible spot after engaging. To play against Morgana in lane you need punishing rather than creating an opportunity. Morgana missing her root leaves her almost useless to her ADC to engaged on by Leona, the Spell Shield will stop Leona's root from her E but if you W at the right time it should knock off the Spell Shield at the right time allowing you to still stun the ADC or Morgana.
Personally I ban Morgana every game as I fine she is extremely unfun and I don't enjoy the game if she is in it.
Samira is one of the two best ADCs that I find for Leona to pair with. She excels off CC and Leona has a lot to offer her.
Ashe is the other best ADC for Leona. Ashe/Leona lane is a tried and true pairing for many seasons. At Level 6 Ashe R -> Leona R -> Leona E -> Leona Q + Ashe Slows leaves any matchup crying for Merc Treads and Cleanse and QSS. This lane has the most CC and in most cases proper CC will win you the game.
Miss Fortune is high damage and her ultimate is an amazing pairing with Leona CC. Leona's ability to lock down a target creates an opportune ability for Miss Fortune to sit back and Click R and watch the gold flow in.
Tristana is high damage all in potential which if put onto a CC'd target is an instant kill almost every time.
Draven's high damage output paired with his own ability to add to Leona's CC chain creates an ideal lane.
