Rush Night Harvester, either Sorc or CDR boots, the order you buy AP items isn't super important, buy what you need for the situation. Most AP items work fine, you can also sell boots for an additional AP item because Cosmic, Night Harvester and W make you fast enough. buying an early dark seal is not a bad option, it's pretty easy to survive lane if played correctly.

Always take flash as a summoner spell, teleport, ignite, barrier, and exhaust are all good secondary options.

I ban Heimerdinger because it's miserable laning against him, especially once he gets Liandries.

Because of Doran's shield, you have good lane sustain. Don't interact with your laner if possible until lvl 3, but if you want to do short trades you can take q instead of w at lvl 2. If you can make your opponent waste mana trying to hurt you that's great, the longer you can stay in lane and farm the sooner you will hit lvl 6 and can start killing your laner.

Is this super viable? Maybe not. But it is fun.
